The small-business scene in Luton town centre is denser than the size of the place suggests. Luton BID's own independents directory lists Per Lui, Saddlers, the Sweet Shop, Burrito Kitchen, Desserts Rose, Dew and Dew, Djurdjra Butchers, Jammy Nanas and Katherynes alongside the chain offers in The Mall. The tradesmen side of the economy runs out of trading estates in LU2 and LU3, with sole traders and small building firms working the older housing stock in LU4 and the Victorian terraces around High Town. The £1.7bn town-centre regeneration — including the £136m Stage project starting on site in January 2026 and the council's October 2025 action plan for a new station entrance and a redesign of St George's Square — is reshaping where the footfall goes, but the day-to-day trade is still the café, the salon and the plumber's van.
